I cannot place the command block on my server, even with the option that allows the command block on.

Even with the command block option on, I restarted the server several times and I can't put it on. I forced the block to appear with "/setblock" and it appeared, but I can't use and break it (I'm in the creative using the command on the website's console tab).

An update: yesterday after forcing the block with the command, I closed the world and when I decided to enter today, the world was reset. I can't put the block. When I right-click, nothing happens. I decided to shut down the server and switch it to creative mode instead of just changing my game, but the error persists.
