Ive put a resource pack into the server, when I go on it says it gets downloaded but none of the textures actually appear.
This is the link I put in:

and it also came up with this message when I checked logs:
You specified a resource pack without providing a sha1 hash. Pack will be updated on the client only if you change the name of the pack.

The pack files must be in the root of the .zip file, in your case it's in a sub folder.
When you upload a new zip to dropbox make sure it has a different name.

You take the files from the folder you have in the zip, put those files/folders directly in a zip and upload that with a different name
