Please, try to understand this. The paper icon on the mod's website? That's Fabric icon, not Paper. That could be your mistake.
Secondly, Iron Jetpack is a Fabric mod, not a plugin. Hence, you need to change the software. Go to this link and install Fabric to your server: https://aternos.org/software/fabric/
