Datapacks Ain't Working :(

Problemo I Have Downloaded My Datapacks And When I Do /datapack list All Of Them Are In Gray Text. Help Would Be Much Appriciated. It's 16 Vanilla Tweaks Datapacks, I Have Unzipped The Unzip Me File, And Put The Datapacks Into Them. I Join And Nothing Is Changed. PLEASE HELP
