Mobs Barely Spawning 1.13.2

Barely any hostile mobs(and maybe neutral mobs) are spawning on my server.

That's because 1.13 has horrible performance, it's the least optimized version there is, so the server will spawn less mobs. 1.14 also has software side mob-spawning problems, so you are best off using 1.15 or 1.16
