wont let me on my friends server

no matter how many times i refresh, it wont let me join my friends server. i have all the mods and packs installed (fabric 1.16.2, origins 1.16.2) , but i cant join. the server is online, we're all on call. whenever i try to join, it gives me the error 'io.netty.channel.AbstractChannel$AnnotatedConnectException: Connection timed out: no further information'

i dont have op, i dont think i can get the DynIP.

i just tried the dynip, it didnt work. sorry, i've never really joined a modded server and i dont know much about minecraft, so i got confused about that bit.
