Difficulty set to hard but no armored mobs

Hi,

I have set my servers difficulty level to hard, and yes I have done that when I turned my server off. However, there are not that many mobs with armor or enchanted weapons compared to single player's world with hard difficulty. Does anybody have any thoughts. Thx in advance.

Nah ususally in hard mode, some mobs would be armored at least in single player, but in here, no zombies got armor or have enchanted boots
