I'm not really sure, but I it might be related to the installed citadel version not being compatible with the installed ice and fire version.

which version of citadel would i need then?

Try to update your Ice and Fire and Citadel mod to the latest version
(iceandfire-2.1.7-1.16.5 & citadel-1.7.1-1.16.5)
