Hostile mobs not spawning naturally

    Me and my friends are playing MC Eternal lite (1.3.7 LITE), but to progress we need certain mobs to spawn. We could cheat those mobs into the game, but it wouldn't feel the same as actually encountering them in the wild. The view distance is already set to 10, mob spawning is on and the difficulty is set to hard. Does any one know how to fix this?
