If I press F3 in-game in the top right corner it says 1011 MB is that how much is available?

The RAm on our Servers gets calculate depending on what you have Installed. E.g. A Vanilla Minecraft Server with 2 players gets something around 1025MB RAM
This is no longer how that works. The RAM that is assigned to your server depends on what software and version you use. The player count doesn't change this.
So, what about a bukkit server with max 4 players?
A CraftBukkit 1.8 Server with 4 players and no plugins installed gets 1375MB of RAM
"512MB + Slots * 256MB + Plugins * x"?
How much Ram for a modpack server and how much for plugins?
As @vantezzen said, the amount of RAM is calculated depending von different factors and we are always changing and balancing these factors to optimize the performance. The numbers above are just the RAM a server with this software and slots etc. gets right now, but this might be different tomorrow. So there is no magic formula to calculate the RAM and in the end it doesn't really matter so much, cause RAM isn't everything.
whenever you press F3 up in the corner you see how much ram you dedicated to your game to change that go to the launcher in the bottom left hand side click edit profile then all the way to the bottom
check the box that says JVM Arguments and where there is a 1 near the beginning change that to half of the amount of ram in your computer. (my recommendation)
