I put hardcore on my already survival server and when someone died they respawned in survival and not spectator

I have a survival server that started on survival and not hardcore, and I put it on hardcore mode just for a day just for fun and when they died, the respawn button popped up as spectate world per usual and when they clicked it they respawned in survival

In the world options, i went to the world tab and clicked on options for the overworld and enabled hardcore
