Can I create/upload new files?

I have question about creating/uploading new files.
If that option is doesn't exist, some plugins are no sense, eg. ChestCommands, Script etc., so is there that option?

Sorry, we don't allow uploading own files.
It could be that some plugins make no sense without this feature. We don't know each plugin and what it does.
