A friend of mine recently installed the decimation mod with a 1.17.10 version of Forge on their server, however nobody can break blocks in survival mode except for him. Whenever you break a block, it just reappears with the message "You can't break blocks on this server!". We know it isn't spawn protection as we tried at least 200 blocks away from spawn and the issue persisted. We can't find anything in the config file about it because the config file just isn't there (see image).

No other mods are installed besides version 1.17.10 of forge, and the issue does not persist without the mod.
