The PVP of my server is Off and i can't turn on

Welp my server had PVP Off then i reseted the OverWorld and The End then now i can't turn PVP On and i think is because i reseted the OverWorld please someone help me

welp the server was Offline i reseted the world forgot to turn on PVP then now is On forever also i tried on the normal Options of the server didn't worked i tried to turn off and on turn on and off the server didn't worked

theres no PVP commands like /gamerule pvp true or /pvp on

i have OP but i don't know if is going to work

but i didn't put any plugin in like a month and now you telling me the plugins broke the server?

also i noticed one thing on the logs a plugin called "NexEngine" seems like its not working because its too old to work on 1.18.2 and i think thats the problem
