Okay here is my problem, when ANYBODY longs on to my server, their skin is refusing to load and it goes to either a Alex or Steve skin. Please help me! It bugs me every time! 
Also, how do I do the /spawn or /setspawn command? Is it a plugin?

You can Use setspawn,Hubthat,setlobby,etc plugins. if your server dont have skin download Skinrestorer and Vault

Skins do not work with servers in cracked mode. -
