Your server is running out of RAM.
Does the issue persist without plugins?

There are still plugins on that server and it's still running out of RAM?

Try disabling nether and end worlds in config

In console when I try start server

1. Disable "debug" in spigot.yml
2. Use papermc
3. Delete simpletpa, and warps plugin, and install essentialsx plugin, because it has all of it features
4. Disable end and nether worlds if u dont use them
