What does spawn protection mean, and how does the numbers work is it by seconds or minutes, when you scroll up and down the letters

The spawn protection is a vanilla features which creates a protected area around the spawn.
In this area only operators can build. The number specifies the radius of the area around the spawn.

Spawn protection size is
2X + 1 by 2X + 1 blocks (centered at spawn)
X being the spawn protection value.
e.g. 8 is set in the spawn protection value then it would be 17 X 17 area.
