Title mainly says it all, I had to spawn some manually since people were starving to death. The problem is that I have animals turned on and it still doesn't work.
I am using spigot 1.14.4

1.14 and newer versions are known to have serious problems regarding mob spawning which is probably the cause for your issue.
Right now 1.14.2 is known to be quiet stable regarding mob spawning. Please try to use that version.

The mob spawning bug does only occur under special conditions. So it may be that you don't have that bug on other servers.

No. It's too hard to explain.
It's related to chunk loading and versioning problems.
