Hey, My name is dylan, and recently, ive been creating a server, more specifically a skyblock server, and i wanted to add a resource pack to it, so i looked into it, and found out you need a dropbox account, so i gave up the idea, then looking through past threads, i found a comment, saying, if you have a url for a direct download link, it will work. So i looked into that, and i couldnt find one... I would appreciate if someone could reach out for me.

Are you talking about java edition or bedrock edition?
Packs work completely different in both versions.

If you are on bedrock like you said in the title, you can simply drag and drop upload the pack to ../world/packs I believe is the path

I'll just quote the article as I don't know how to explain it easier:
QuotePocketmine does not fully support addons yet. Only resource packs can be uploaded to the resource_packs folder of your server. In order for them to work, they also need to be added to the resource_packs.yml file, which should be generated automatically when your server is started for the first time.
