did you enable cracked in the options?

I think, but I could be wrong, that skins are broken on older versions starting 1.7.10 and down I think

did you change your skin on https://minecraft.net ?

Chosen is right,
Mojang turned off the API which managed skins for pre-UUID versions (ca. 1.7.9 and older). So skins won't work in general in these versions.
