so basically I host an survival server with people. If my server reaches the maximum size limit and all the not used chunks are unloaded too what do I do then
I need to know that for later if that happens.

If your server hits the size limit you won't be able to start it anymore.
If you use the optimize world option on the worlds page it's pretty hard to hit that limit.
If it's disabled right now create backups before you enable it.
Chances are you're not gonna hit the server size limit (unless your SMP is online every day for like 1-2 years or something like that) If you do hit that limit, you can (as Roman said) optimize your worlds (do be careful that if you do optimise the worlds, I think it formats them in a way that makes it less compatible with other versions of Minecraft) or prune out unused, but still loaded, chunks using some software like MCEdit. (I highly recommend you don't use MCEdit as it tends to crash when you load worlds from 1.13 and later).

Hey roman, what would happens if you turn on optimize but the server already reached the size limit? It will delete the chunk first and then start the server if the result is less than 4gb?
