Texture Pack is not working

my texture pack is not working I even tried setting the dl=0 to dl=1 but it didn't work. there is no error message but it is not loading into the minecraft world as intended. It is a custom texture pack

Idk I made the texture pack using Minecraft forge 1.16.4 so does that make a difference? sorry for late reply

my server runs on optifine 1.16.5
