Overworld hostile mobs not spawning

Version: 1,17

Current software: Vanilla

Diff: Hard

Server was on spigot a few days ago when I noticed a difference on mob spawning, I changed it into vanilla and the mobs seems to be spawning well but I changed it into spigot then to vanilla again and now the mobs stopped spawning.

Problem:

The mobs ONLY spawn IF there are other people on the server and I am always alone on the server

I have almost the same problem..I have a mob farm and only 1-4 mobs spawned IN 5 MINUTES..So yeah idk what to do

this happened to me i made a creeper farm n it wasnt spawning any creeper but in my case it was the mob cap so u also try to light every cave cause in caves mabs and spawn in the day and in the night the mob cap will be already full
