I think we have already solved it, but I have a question if after opening a server and I put the mod pam's harvestcraft or enhanced farming there is nothing in the world related to those mods, do I have to restart the world? create a new one?

You won't find items of the these mods in world chunks that were already generated.
Either you find chunks that are new / not generated yet or you have to generate a completely new world.
