hostile mobs don't spawn

my minecraft world don't want to spawn hostile mobs i did check the diffeculty and the render distence and i am shure (domobspawning = true)

i am runing minecraft 1.17.1 using fabric and some mods (lithium/voice_chat/fabric_api/fabrictailor/blastproof_netherite)

what should i do??

yes i did check it and it is on true (spawn_monsters=true)

1.I did have the (domobspawn on true)

2.my server is on hard difficulty

3.the view distence was on 8 i have put it on 10 but still no luck and it make it more lagy

i backed up the server and made a new world the mobs spawn naturally with the usual rates. then i reload the backup but still no luck

the hostile mobs are back ,i don't know how maybe from the "world regenerating"

and they are killing me like before so thanks guys for the help i aparichit
