is there a way to make render distance higher than 10 or make it to your own render distance so it wont show 10 as the server in 1.18.1 spigot? and is there a way to get rid of the fog

It's not possible to set the server-side view-distance higher than 10.
Note that if you recently changed it, you have to restart it for the change to apply.
Mods like Optifine probably offer the ability to remove the fog
