Mod keeps coming back after i delete it

I need to delete biomes o plenty from my server so i go into files and then mods and delete the mod. I then to back to my server and restart the server. And when the servers restarted the mod comes back again.

These are all the mods and none of them have biomes o plenty as a dependency or require it, I think.
