modpack or vanilla ?

hmm . my server turned on without a problem (Direwolf20 1.12)
reinstall the modpack on the server and try again . if it does not work then wait for roman
(I did't enter the server)I do not have time to check it out)

Please try to download the map, start it in single player and upload the map again.
