No Mobs Spawning

I NEED HELP!!!!

a few days ago I realized that in the server I was playing called D4BCR4FT (that's the username) wasn't spawning any mobs naturally at night. The server uses the latest version of 1.14.4 at first but it had monster turned on and the gamerule for DoMobSpawning was already turned on and still it didn't work. I saw some thread about this issue but I still can't fix it. until I saw one thread that says you have to put it to 1.14.2. so I did it but the result still doesn't satisfy me. the version is glitchy when it comes to villagers. so it's either mobs or villager. so I chose 1.14.2 for a while but i want to go back to 1.14.4. is there a way to fix this?

(P.S I already reinstalled the server, downloaded the map and upload it again. also, it did the same thing whether I use plugins or not)

it was running on spigot 1.14.4 with the better sleeping and the action healthbar addons but when i switch to vanilla mobs still wont spawn

That's a general problem with 1.14 and newer.

Try spigot or papermc, maybe they are better otherwise you have to deal with it
