Did you change the cracked option?

Do you lose player related data at each restart or just once?
What is the address of the server in question?
Which software / version? Any plugins or mods installed?

That's probably because of your server's cracked setting.
Fixing that up is very complicated. I'd recommend to just cheat the items on SP
