Render distace issues

Hi. I started an SMP with my friend and my render distance is acting weird :
Its actually set on 12, but fogs stops at around 4 chunks in overworld and 1 chunk and half in nether. No idea about end tho

I need to go nether but render distance drive me crazy

Any way to fix it please?

Actually server setting 12 client setting render 16 simulation 9
