1. You could try to remove that chunk with some program.
2. You could remove some plugins to reduce the load or try to start your server again.

Just run /gamerule randomTickSpeed 3 in the console.

Is the TPS still low if you tp yourself thousands of blocks away and wait some minutes?
(I assume you're alone on the server)
